Environmental complaints received by the Department of Environment (DOE) from January 1993 to December 31, 2011 and by the Department of Public Health (CDPH) since January 1, 2012. On January 1, 2012, the DOE was disbanded and all its inspection, permitting, and enforcement authorities were transferred to the CDPH. Data fields requiring description are detailed below. COMPLAINT ID: This is the unique identifier of the complaint incident. COMPLAINT TYPE: Specifies the type of complaint. CDPH complaint types are “Abandoned Site”, “Air Pollution Work Order”, “Asbestos Work Order”, “Construction and Demolition”, “Toxics Hazardous Materials Work Order”, ”Illegal Dumping Work Order”, “Noise Complaint”, “Permits Issued by DOE Work Order”, “Recycling Work Order”, “Service Stations/Storage Tanks Work Order”, “Vehicle Idling Work Order”, and “Water Pollution.” For consistency, historic DOE complaint types were renamed to match the most appropriate CDPH complaint type. DOE complaint types that had no matches are designated as “Other.” MAPPED LOCATION: Contains latitude/longitude coordinates of the site as determined through the Chicago Open Data Portal’s geocoding engine. In instances where the facility address is a range, the lower number (the value in the “Street Number From” column) is used for geocoding. For example, for the range address 1000-1005 S Wabash Ave, the Mapped Location would be the coordinates for 1000 S Wabash Ave. INSPECTOR: Contains the badge or ID number of the inspector or engineer who conducted the compliant inspection. COMPLAINT DATE: Date complaint was received by the department. COMPLAINT DETAIL: Brief description of the nature of the complaint. INSPECTION LOG: This is the inspector’s narrative log of the complaint inspection. DATA SOURCE: The city department that collected the data.

ACROSS THE STREET FROM THE CHURCH, THE FACILITY RUNS AN URBAN FARM. THE FARM IS UTILIZED FOR COMMUNITY OUTREACH AND IS NOT A BUSINESS. I SPOKE WITH MANAGEMENT AND RECEIVED A TOUR.ANY ODOR WAS DOMINANTLY NON EXISTENT TO MILD. THE FARM AND ITS RESIDENTS WERE OBSERVED TO BE IN GOOD ORDER. I RELAYED TO MANAGEMENT TO KEEP MAKING SURE EVERYTHING WAS KEPT CLEAN.CITATIONS WERE NOT ISSUED IN RESPONSE TO THIS INSPECTION. [INSPECTION LOG #: 21307886 ] ON JANUARY 10TH, 2024, CHICAGO DEPARTMENT OF PUBLIC HEALTH (CDPH) SENIOR ENVIRONMENTAL INSPECTOR B. FOREMAN AND ENVIRONMENTAL ENGINEER T. RICKER RESPONDED TO A REPEAT NOISE COMPLAINT AT 919 W. BARRY AVE. INSPECTORS ARRIVED AT 2:10 PM TO ATTEMPT TO SPEAK ? VIA TELEPHONE ? WITH THE COMPLAINANT. THE COMPLAINANT DID NOT ANSWER INSPECTOR FOREMAN?S CALL OR RESPOND TO THEIR VOICE MAIL MESSAGE.ACCORDING TO THE CITY OF CHICAGO?S 311 SYSTEM, THE COMPLAINANT STATED THAT A CONTINUOUS, LOUD NOISE WAS EMANATING FROM CONSTRUCTION OPERATIONS AT THE ABOVE LISTED ADDRESS (ADVOCATE ILLINOIS MASONIC MEDICAL CENTER), NEAR THE NORTHERN EDGE OF THE SITE. THE COMPLAINANT STATED THE NOISE IS MOST DISTURBING DURING THE OVERNIGHT HOURS.FOLLOWING THEIR ATTEMPT TO CONTACT THE COMPLAINANT, INSPECTORS SURVEYED THE AREA (PHOTO A). DURING THE SURVEY, INSPECTORS OBSERVED THE NOISE AT THE CENTER OF THE COMPLAINT BUT WERE UNABLE TO IDENTIFY THE SOURCE. CONSISTENT WITH THE PREVIOUS SURVEY, INSPECTORS OBSERVED EXTENSIVE NOISE RESULTING FROM CONSTRUCTION, ADJACENT CTA, VEHICLE, AND PEDESTRIAN TRAFFIC IN THE AREA. INFORMATIONAL NOISE METER READINGS TAKEN OF THE SURROUNDING AMBIENT SOUNDS WERE GREATLY IMPACTED BY THE ADJACENT NOISE. INSPECTORS THEN MET A REPRESENTATIVE FROM TURNER CONSTRUCTION, JOHN BUCKLEY, AND REVIEWED THE COMPLAINT AND THE GENERAL REQUIREMENTS OF THE CHICAGO NOISE ORDINANCE. MR. BUCKLEY AGREED TO SHOW US THE INTERIOR CONSTRUCTION AREA TO IDENTIFY THE NOISE. DURING THE SURVEY, INSPECTORS OBSERVED THE NOISE AT THE CENTER OF THE COMPLAINT TO BE EMANATING FROM PORTABLE, INDUSTRIAL HEATERS (PHOTO B). MR. BUCKLEY STATED THE HEATERS MUST OPERATE 24/7 TO PREVENT DAMAGE TO THE ACTIVE PART OF THE HOSPITAL THAT ADJOINS THE NEW CONSTRUCTION. HE STATED THE HEATERS WILL BE TURNED OFF AT THE END OF MARCH 2024.AS THE COMPLAINANT DID NOT RESPOND TO INSPECTOR FOREMAN, NO FOLLOW UP COULD BE CONDUCTED.
