Community Development Block Grant Disaster Recovery (CDBG-DR) funds are provided as zero- and low-interest loans to qualified developers to leverage 9% and 4% low income housing tax credits, tax-exempt bonds and stand-alone financing to support developers. Development may include new construction, conversion of vacant commercial/ industrial buildings, or substantial rehabilitation of uninhabitable dwellings. The New Jersey Housing and Mortgage Finance Agency (HMFA) administers the Sandy Special Needs Housing Fund (SNH) program, which aids in the development of quality, permanent supportive housing located in the nine most impacted counties. The Community Development Block Grant Disaster Recovery (CDBG-DR) funds are provided as loans to developers of permanent supportive rental housing or community residences. The units are affordable to low and moderate income special needs residents, including individuals with mental, physical, or developmental disabilities, and other at-risk populations identified by the State. Using Community Development Block Grant Disaster Recovery (CDBG-DR) funds, The New Jersey Housing and Mortgage Finance Agency (HMFA) will administer the Rental Assistance Program (RAP), which provides short-term rental assistance in the form of a grant to homeowners participating in the Rehabilitation, Reconstruction, Elevation and Mitigation (RREM) or the Low-to-Moderate Income Homeowners Rebuilding (LMI) programs.
