Ramsey County Library (RCL) is a system of seven public libraries in suburban Ramsey County. One of these, the library in Roseville, maintains the highest circulation of all public libraries in the Twin Cities. RCL is also in the business of technology, offering public computers, Wi-Fi, makerspace labs, databases and e-books. Each week, the Library offers an average of eighty free programs, ranging from storytimes for babies and children, to teen tech camps, and lectures and workshops for adults.
