They are measured by prevention quality indicators (PQIs). PQI #92, the chronic composite, is a summary measure which captures preventable hospitalizations from diabetes-related, respiratory-related and circulatory system-related preventable hospitalizations for adults, such as uncontrolled diabetes, asthma, and heart failure.(Source:http://www.healthyalamedacounty.org/indicators/index/view?indicatorId=2480&locale Id=238) This Indicator compares zip codes in which more than 60% of the population is non-White to those in which more than 60% of the population is White. Access to Preventative Care
data.oaklandca.gov | Last Updated 2020-11-10T16:24:24.145ZThe Access to Preventive Care Topic includes two Indicators that measure preventable hospitalizations related to acute and chronic disease, and one that measures health insurance. Non-White Oaklanders are more likely to be hospitalized for conditions that could have been prevented by having better access to preventive care. They are also more likely to be uninsured, which is a major deterrent to accessing preventive health services. Poverty and immigration status may make it even more likely for racial and ethnic minorities to lack insurance and forego needed care.

The Alameda County Public Health Department’s HIV Epidemiology and Surveillance Unit is required to report new HIV diagnoses, which is a proxy for new HIV transmissions which are difficult to capture.

Park Quality

The overall ratings were based on an annual survey that assigned parks letter grades (A through F), which corresponded to scores (A=4, B=3, C=2, D=1 and F=0). In addition to Council District scores, the scores for parks surrounding Lake Merritt were reported as an average Lakeside score. The survey also included questions about greenery, amenities, recreation areas, and homeless encampments.
